On Monday Governor Nixon announced more than $46 million in expenditure restirctions for the current fiscal year 2016 budget. This comes in response to the news of a court ruling that would allow tobacco companies to forgo payment to the State of Missouri under the Tobacco Master Settlement Agreement. 

With deals on the table to keep tuition at Missouri's four year institutions flat for the coming school year and slower than expected revenue growth, action had to be taken to keep the state's budget in balance.
